In Shurikenjutsu Tradition This would be classified as a Kugi-gata (Nail shaped Shuriken). This particular design was inspired by a Tool Designed to Break up  Tea Pucks; in Chinese Tradition it would be known as fei biao 飛鏢 or fei biu 飛鏢 in Cantonese. In honour of Chinese Tradition, we left a hole in the heal for Tassels to be attached if the user wishes.

When tea was transported, it is pressed in to discs or pucks (5″ x 1″), and were typically bundled in packages of 5. They would then be carried through the mountains by Beasts of Burden (Mules, etc.) around the Far East.

The Design is Requires a specific grip for best performance (See video), and works very well with the Tsunami Method. Also, if you tend to underspin you Shuriken Throw (Especially Forehand), this may be the one for you.

It breaks[up] my morning tea and also makes for a relaxing thrower.
